I think it's both. :3 They are a complement of each other. Separated, they're okay, but together they are like a perfect ensemble. Milk makes a sweet cookie all mushy and brings the party to your mouth, while the cookie makes the milk the right amount of sweet. <3

I think the only cookie that doesn't work with milk are sugar cookies. I prefer peanut butter cookies XD
